CCS encourages research buyers to review management of contracts

UK – The government’s Crown Commercial Service (CCS) has published tips for government organisations resuming and commissioning new research.

Research buyers should consider alternative methods or modes for their programmes while the risk of Covid-19 is still present, the CCS said in a blog post.

The CCS urged buyers to ensure that research suppliers who have undertaken work and raised invoices are paid in line with their agreed terms.

Buyers should also review whether existing payment arrangements within their research contracts are helpful for suppliers who may have cash flow issues and consider amending their agreements to include alternative payment terms.

In a separate blog, the CCS noted that when establishing new research agreements, buyers should look at more ‘sustainable’ structuring of payment mechanisms and ways of reducing the barriers to suppliers bidding for new commissions.

The post pointed to a new procurement policy note that will allow central government organisations to pay for services in advance – usually prohibited without Treasury consent – ‘to ensure continuity of supply of critical services'.
