Kantar Public rolls out programme evaluation approach

UK – Kantar’s public policy advisory division, Kantar Public, has launched a behaviour change framework for evaluation, Public Hexis.

Kantar Public has developed the programme to offer government and public sector clients insights on any drivers and barriers to a policy or programme’s impact.

The framework uses a ‘test-and-learn’ approach to evaluate programmes in terms of their outcomes and return on investment.

Led by Kathy O’Donoghue (pictured) and Ash Moore, co-chief executives of Kantar Public Asia-Pacific, the company launched the approach in Australia in 2020 and will now roll it out to its programme evaluation hubs in Brussels and London.

To date, it has been used to help measure the outcomes of programmes including school-based interventions to improve childhood wellbeing, men’s mental health and workplace safety and wellbeing.

Michelle Harrison, global chief executive, Kantar Public, said: “This is a critical time for effective policy interventions and stronger returns on investment for programme funders and policymakers and we are pleased to now offer Public Hexis to our clients in other countries.” 

O’Donoghue added: “This framework will allow our clients to enhance longer-term goals and outcomes by decoding the journey with a behavioural lens, to really understand what levers need activating to drive success”.
