Frei (pictured) was most recently senior manager of business development at Here Technologies, and will be charged with helping to expand Swaarm, which has only recently launched.

Swaarm runs a performance-based marketing platform that includes an advertising tracking tool. The company secured €800,000 seed funding last month to expand its work on performance-based tracking.
